II. Consent Agenda:

A. Minutes:

1) Approve the minutes of the August 22, 2011 Regular Meeting.

2) Approve the minutes of the August 29, 2011 Special Meeting.

3) Approve the minutes of the September 6, 2011 Workshop Meeting.

B. Claim Vouchers

Approve claim vouchers 74781 through 74944 and wire transfer No. 1122901364 for the period ending September 7, 2011 in the amount of $523,486.60.

C. Street Closure/Assistance Request

Consider Sunnyside Chamber of Commerce street closure/assistance request during the Sunshine Days event.

Receive brief presentation from the Police Explorers.

B. i-Watch Block Watch Efforts

Receive presentation from Dr. Stevens regarding block watch efforts.

C. Public Hearing - SMC 16.14 - Recreational Vehicle Parks

Receive Public Comment and consider action regarding an ordinance creating Title 16.14 - Recreational Vehicle Parks to the Sunnyside Municipal Code to regulate and provide the proper development of recreational vehicle parks.

D. Public Hearing - SMC 17.40 - B-1 Freeway Commercial Zoning

Receive public comment and consider action regarding an ordinance amending Title 17.40 of the Sunnyside Municipal Code to include R.V. Parks as a permitted use.

E. Council Standing Subcommittee Ordinance - Amendment

Consider adopting an ordinance amending Chapter 2.09 of the Sunnyside Municipal Code to amend Council Standing Subcommittee meeting requirements and provide for the introduction of subcommittee agenda items.

F. Valve Exerciser Equipment Purchase

Consider resolution authorizing the purchase of an E.H. Wachs trailer mounted valve exerciser.

G. Federal Aviation Administration Grant

Consider resolution approving award of U.S. Department of Transportation Federal Aviation Administration Grant (Sunnyside Municipal Airport).

H. Interlocal Jail Agreement Amendment No. 1 - Kittitas County

Consider approving a resolution authorizing an amendment to the interlocal jail agreement with Kittitas County.

I. Lexipol Policy and Daily Training Bulletin Service

Consider a resolution authorizing the City Manager to execute an agreement for a subscription to Lexipol.

J. Representation and Fee Agreement - IAFF/SPEA

Consider resolution approving representation and fee agreement to represent the city in labor negotiations with the International Association of Fire Fighters (IAFF) Fire Supervisors and the Sunnyside Professional Employees Association (SPEA).

K. Official Flags - DISCUSSION ONLY

Review and discuss memo regarding official flag facilities for the City of Sunnyside.

L. Mission Statement - DISCUSSION ONLY

Review and discuss a draft copy of the Mission Statement for the City of Sunnyside.
