II. Consent Agenda:

A. Minutes:

Approve minutes of the November 12, 2013 Regular Meeting.

B. Claim Vouchers

Approve claim vouchers 81357 through 81457 for the period ending November 25, 2013, in the amount of $276,623.91.

C. Payroll Vouchers

Approve payroll and vendor vouchers 117673 through 117713, payroll direct deposits 22999 through 23091 and payroll vendor ACH 1713 through 1719 in the amount of $316,038.02 dated November 15, 2013.

D. Ambulance Transport Services

Consider resolution approving an agreement with Sunnyside Community Hospital for Ambulance Transport Services.

E. Emergency Medical Services - ILA

Consider resolution approving an administrative interlocal agreement with Yakima County Department of Emergency Medical Services.

F. Correction/Detention Agreement – Yakima County

Consider resolution approving the 2014 Interlocal Correction/Detention Agreement with Yakima County.

G. Interlocal Jail Agreement – City of Mabton

Consider resolution authorizing Interlocal Jail Agreement with the City of Mabton for the year 2014

III. Active Agenda:

A. 2013 Budget Amendment No. 1

Consider an ordinance amending the 2013 Budget as a result of unanticipated transfers and expenditures of various funds, and fixing a time when the same shall be effective.

B. Public Hearing – 2014 Budget

Receive public comment considering final City of Sunnyside Budget for the year 2014. (Original notice published – Daily Sun News – November 1, 2013 and October 8, 2013)

C. Budget Adoption

Receive first reading on ordinance adopting the 2014 Budget.

D. Municipal Engineering Services

Consider authorizing staff to move forward with negotiations with Huibregtse, Louman Associates to provide municipal engineering services for the City.

E. WCIA

Consider resolution approving the payment to Washington Cities Insurance Authority (WCIA) for property and casualty insurance coverage.
