Sgt. Bill Splawn of the Yakima County Sheriff’s office gives a presentation at the Sunnyside United meeting about underage drinking and drug use in the county. Splawn said people in the Lower Yakima Valley wait longer to report parties than people in the Upper Valley, which has led to some tragic results.
